Why a wonky power outage?

Things l've learned in the past hour:

-Difference between a blackout and a brownout:

-Comcast Xfinity wifi works during one or perhaps both of these events

-Mah tv doesn't

-Neither does  a hairdryer

-OR THE LIGHTS...or furnace e_e

-One hour of internet access w/aforementioned  Comcast for 2.95 is available

-l thought that was a reasonable price TBPH

-It's hella cold outside or l'd go to  Biggby

-Wait l think l heard a delivery guy say they power be out too tho
